LOUISIANA
SWIMMING, INC.
Boundaries:
The Local Swim Committee (LSC) known as
Louisiana Swimming, Inc. (LA) is comprised of the State of Louisiana.
Objectives:
To promote and develop swimming for the
benefit of swimmers of all ages and abilities;
To promote and protect the mutual interest of
members;
To institute, regulate and award local,
regional and state competitions;
All of the above to be done in accordance
with the standards and under rules prescribed by the Federation International
de Nation Amateur (FINA), USA Swimming Inc. and Louisiana Swimming (LA).
Membership:
A. Group
- Those swim organizations which have joined as members of the LSC and who have
registered athletes representing said organization in the sport of swimming; or
those organizations which conduct a program in swimming or some aspect of it.
B. Individual
- Those persons who are athletes, coaches, officials, administrators in the
purpose and programs of the LSC.
Athletes must register through the
Registration Chairman.
Clubs and non-athlete individuals must
register through the Membership Chairman.
PLEASE NOTE:
All chairmen and/or officers of the LSC,
delegates to the LSC and/or USS House of Delegates, clubs, athletes, coaches,
marshals and meet officials above Level I must be members of United States
Swimming, Inc.
Athlete Representative:
One athlete representative shall be elected
by majority vote each year at the State Short Course Championship Meet. Each
swimmer age 12 or over is entitled to cast one vote for the candidate of
his/her choice. Each athlete representative shall serve a two-year
term, with a maximum of two consecutive full
terms. The senior representative should be the delegate to the annual
convention of USA Swimming. At the time of his election, the athlete
representative must be engaged in amateur swimming or have been within the
three years immediately preceding his election.
Coaches Representative:
One coaches representative shall be elected
at the annual meeting of Louisiana Swimming, Inc. with a maximum of two
consecutive full terms.
Board of Directors:
The Board of Directors shall consist of the
officers, the athletes' representatives, the coaches' representative, and the
chairmen of the Technical Planning and Financial committees.
Elections:
Elections shall be held at the annual meeting
in odd numbered years for two-year terms of office. The following positions
shall be elected by those present and voting: General Chairman, Administrative
Chairman, Senior Chairman, Age Group Chairman, Secretary-Treasurer,
Registration Chairman, and Coaches' Representative.
Vacancies in any office or elected chair may
be filled by appointment of the General Chairman with the advice and consent of
the board of directors until the next regularly scheduled meeting of the LSC
House of Delegates.
Meetings:
The annual meeting of the LSC House of
Delegates shall be held on the Sunday eight days following the conclusion of
the annual meeting of USA Swimming, Inc. Additional meetings may be called by
the General Chairman or upon the request of any three officers. At least 15
days notice must be given for any annual or special meeting of the LSC House of
Delegates.
Meet Procedures:
Submit proposed date for your swim meet at
the annual meeting of Louisiana Swimming, Inc. Include format and qualifying
times, if applicable.
A. Sanction Process:
Prepare meet invitation which must contain:
Sanction No. and the statement
"Sanctioned by Louisiana Swimming, Inc."

All meet information must contain the following sentence: "Swimmers with a
disability as described in the USA Swimming Technical Rules, Article105, shall
be permitted to enter any meet sanctioned by Louisiana Swimming Inc."

Controlled Warm-up Procedures:
Meet Director: name, address, and phone number.
Name of Referee:
Submit an application for sanction number to
the Registration Chairman. Include a copy of the meet invitation as well as a
check payable to Louisiana Swimming, Inc. for the sanction fee.
Meet information shall not be distributed
without a Sanction Number.
Current Sanction Charges:
Meets: $10.00 per. day
Upon approval, the Meet Director will be
provided with the sanction number and closing papers. The Sanction Closing
Report Form contains the instructions necessary to close your meet properly.
Conduct of Meets:
All meets shall be conducted under the
current USA Swimming rules.
The Meet Referee is the final authority for
the conduct of the meet. Protests shall be written and processed as provided in
the USA Swimming rules.
No exhibition swimming is permitted in
Louisiana Swimming, Inc. A swimmer disqualified from an event may not swim the
event for time.
Event results must be posted in a timely
manner throughout the competition.
Any team exceeding the 4-hour time limit in
any one session of a timed final meet must refund the entry fees for any heat
thereafter. These fees will be sent back to Louisiana Swimming, Inc.
Closing a Sanction:
The meet director or his designee is
responsible for sending, within 15 days after the meet:
The closing papers, 3 1/2 disk, and check for
10% of entry fees and $2.00 / swimmer surcharge payable to Louisiana Swimming,
Inc. to the Registration Chairman.
Meet results to the Records Chairman (3 1/2
disk),Top 16 Chairman (3 1/2 disk), all competing teams and all unattached
swimmers.
Disk must contain Hy.Tek meet results
(do not send a commlink, ASCU file or any other result report - only Hy.Tek).
Published Meet Results Must Contain:
Title page showing sanction number, name of
meet, date, location, and length of course;
Page of records, reportable Top16 / 1 0
(relays), Junior and Senior qualifiers - all with name and USA Swimming numbers
- or a statement that none of the above were accomplished;
Collation by sex, then by age group, then by
stroke, then by ascending distance; ages of all swimmers competing individually
in 6-U, 8-U, 1O-U, 11-12, etc. and senior events; ages of all relay swimmers;
Disqualification shall be noted "DQ"
in the space reserved for the official times. Judges decision replacement shall
be noted JD.
Failure to close your meet within 15 days,
close improperly will result in imposition of a $100.00 fine.
Records:
Louisiana Swimming, Inc. records may be set by
any LA registered swimmer, either in or outside the LSC. It shall be the
responsibility of the swimmer, coach, or team representative to submit any
record application to the Records Chairman. Application must include: Swimmer's
full name and USA Swimming number;
New record time being submitted;
Cover sheet of official meet results and page
containing the record-setting swim. This is especially important for records
set out of our LSC.
Top 16 / 10 (relays) reportable times must be
reported to the Top 16 Chairman with the information set forth above. Deadlines
for reporting Top 16 / 1 0 (relays) times to the LSC Top 16 Chairman are.
April 30 - Short Course
August 31 - Long Course
All LSC record and Top 16 / 1 0 ( relays
)submissions must be conforming with USA Swimming timing requirements (Article
102.17 Timing, Level - l # 2 or above). Records set in time trials are not
valid except at Jr. and Sr. Nationals.
Officials Certification:
Categories and Requirements:
Certification as an official is the
culmination of a process which begins when you attend your first swim meet as a
spectator and are recruited as a timer. Any person maintaining residence in
this LSC is eligible for certification. Certification periods will be
concurrent with United States Swimming biennials. All certified officials above
Level 1 must be members of USA Swimming. Please Note: Officials training at
Level 11 shall be members of USS during the training period. Level I officials
are encouraged ( but not required ) to be members of USA Swimming.
Officials are expected to arrive at least 30
minutes prior to competition for the officials briefing, be appropriately
dressed, and behave in a professional manner at all times when serving in
official capacity. Officials on the deck will wear white shirts / blouses and
navy pants / skirts (Bermuda shorts will be
acceptable), and white shoes. Certification patches should be displayed.
Each club should appoint one or more Team
Officials Chairmen to set up the training sessions for the club. Louisiana
Swimming, Inc. will provide training officers and materials to be used at the
workshops. Each club will be expected to provide its own officials' textbook
and current USA Swimming rule book. Officials workshops, though hosted by
individual clubs, are open to anyone in the area interested in officiating. All
USA Swimming clubs in the area must be notified when training is scheduled.

Requirements for Level I Certification:

a provisional card or a certification card and patch will be issued.

*To be eligible for Level 11 certification,
Level 11 USA Swimming national test ( standard or administrative ) must be
passed and evidence of satisfactory service as Level 11 officials in at least
two meets must be presented either by previous certification or as noted on
provisional card. Proof of current membership in USS must be submitted. An
official must be certified as a stroke and turn judge prior to being certified
as a starter as per USA Swimming levels of certification.
**To be eligible for Level III certification,
Level III USA Swimming national tests, both standard and administrative, must
be passed and evidence of satisfactory service as a Deck Referee / Stroke Judge
in three meets and Administrative Coordinator in two meets. This training must be
supervised by a Louisiana Certification Official. Evidence must be presented
either by previous certification or a provisional card. Proof of current
membership in USS must be submitted.
Requirements for Re-certification:
- Submit
proof of required service in your level of certification during certification
period ( 3 meets / year).
- Attend a re-certification update workshop
- Submit proof of USS membership.
Awards:
All State Patches: First, second, and third finishers in each event,
individual and relays, in the state short and long course championships will
receive an All-State patch. A swimmer may receive only one patch annually.
LSC Top Five: Swimmers in each category (1O-U, 11-12, 13 -14, 15-16,
17-18) with the top five times will receive a pin subject to the following: One
pin per swimmer per
year, minimum time for consideration is
National AA. Responsibility for submitting out-of-state meet results to Age
Group Chair rests with the coach.
Junior Championship and Senior National
Qualifiers: First-time qualifiers
will receive a jacket. Only one award per swimmer per year.
Outstanding Swimmer Award:
The outstanding male and female swimmers,
both age group and senior, will receive awards and recognition by the LSC.
